Process & Fees

To support easy and quick access, Clean Water Services offers electronic submittal of applications and documents with the Plan Review & Permit Counter. You can also pay fees over the phone.

  • Submit your applications/plans electronically in PDF format: permits@cleanwaterservices.org.
  • Submit your Service Provider Letter (SPL) applications electronically in PDF format: SPLReview@cleanwaterservices.org.
  • Pay for review/inspection fees and permits via credit card (3% fee applies) over the phone: 503.681.5100.
  • Mail payment for review/inspection fees and permits (include invoice or fee letter): Permits, 2550 SW Hillsboro Highway, Hillsboro, OR 97123. Applications will be added to the review queue after payment has been received. SDC fees must be received prior to issuing connection permits. 
  • Schedule an appointment to drop off plans/payments in person. Call 503.681.5100 or email permits@cleanwaterservices.org.
