Clean Water Services (CWS) manages a cash and investment portfolio that consist of operating cash, operating and capital reserves, and escrow and endowment funds for other organizations. The portfolio is deposited and invested in cash in banks, Oregon’s Local Government Investment Pool, and securities in accordance with CWS’ investment policy. As a public sector institutional investor, CWS incorporates its mission and vision into the investment analysis and decision-making processes; and considers environmental, social, and governance (ESG) issues in these processes.

The objectives of CWS’ cash and investment management include:

  • Preserving invested capital and public financial asset.
  • Maintaining sufficient liquidity for CWS operations and capital expenditures.
  • Attaining a reasonable market rate of return throughout budgetary and economic cycles.
