The Position
Located within the Source Control Section of the Regulatory Affairs Department, this position is responsible for performing duties which identifies and regulates sources discharging into the municipal storm water system and into the District's conveyance and/or treatment facilities. This position will perform a broad array of tasks but will initially be focused on industrial storm water control programs.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that
may be assigned to this classification. The District may modify duties and/or essential
functions at its discretion. Additionally, some incumbents may not perform all Essential
Functions.)
- Review industrial permit applications, survey new facilities, and develop discharge permits; review existing permits for renewal and/or modification.
- Research and identify potential commercial/industrial pollution prevention opportunities within the District; participate in developing goals and objectives for the District’s pollution prevention programs.
- Research pollution prevention technology and best management practices; identify potential pollution prevention opportunities for specific industrial/commercial sectors.
- Develop pollution prevention best practices information materials and reports; educate and provide technical assistance to commercial/industrial clients and the general public.
- Inspect permitted industrial users for sanitary and storm water regulatory compliance; assure appropriate and optimized usage of pretreatment apparatus; evaluate and record industrial user’s self-reports and records; commence administrative enforcement proceedings when appropriate.
- Conduct industrial surveys to determine applicability of pretreatment and storm water management approaches for each business/industry. Identify pollution prevention opportunities; research best management practices; educate and assist commercial/industrial clients in instituting pollution prevention options.
- Review and enter data into industrial billing database, review and coordinate billing for cost recovery; generate billing reports; enter user information into the District’s computer database system; update and maintain industrial user files.
- Perform water quality investigations to determine source of pollutant(s); mitigate/eliminate violation; establish responsibility for cleanup; and commence enforcement proceedings when appropriate.
- Explain District policies and resolve complaints and problems related to water quality and the District’s pretreatment and industrial storm water programs.
Expected Knowledge, Skills and Abilities
KNOWLEDGE OF: pertinent Federal State and local laws, codes and regulations concerning environmental pollution control and industrial/commercial waste disposal into sanitary and storm systems; a working knowledge of biology, chemistry and chemical engineering principals; basic industrial processes and practices; methods and principles of business/industrial pollution pretreatment and prevention; principles and practices of compliance inspection; basic wastewater treatment technology; basic laboratory processes, equipment, and analytical methods; pertinent safety laws, rules, and regulations.
SKILL IN: translating technical terms and concepts into lay language; monitoring program components; communicating effectively both orally and in writing; composing concise and clear written reports and correspondence; completing and maintaining accurate records; reading and interpreting blue prints and drawings for buildings, plumbing, and piping systems; use of basic laboratory measuring equipment; sampling techniques and procedures; use of computers and computer software for word processing, spreadsheets, graphics, and databases.
ABILITY TO: conduct research and analysis of business pollution problems and alternative solutions; present ideas using a variety of communication methods which increase understanding and motivate change; understand and interpret pertinent policies, procedures, laws, codes and regulations; understand and interpret lab reports and findings; establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, industrial clients, community groups, and the general public; operate effectively in a team environment; communicate clearly and concisely, both orally and in writing.
ADVANCED KNOWLEDGE OF: industrial processes and practices; methods and principles of business/industrial pollution pretreatment and prevention; principles and practices of compliance inspection.
The Candidate/Qualifications
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.
- Experience in performing or assisting in pollution prevention, industrial pretreatment, industrial storm water, regulatory compliance, environmental analysis projects, or education programs;
- College-level coursework in biology, chemistry, wastewater technology, environmental sciences, or related fields.
AND
- Responsible experience in industrial pretreatment, industrial storm water, environmental permitting, or enforcement of environmental laws and regulations.
CERTIFICATION AND LICENSURE REQUIREMENTS:
- Must possess a valid State of Oregon commercial driver’s license.
Salary
Clean Water Services offers a comprehensive and competitive compensation and benefits
program. Salary range for this position is
$46,421 to $62,804 per year.
This rate includes a mandatory 6% employee contribution to the Public Employees
Retirement System after six months of employment. Clean Water Services offers a
selection of paid medical plans, dental, vision and life insurance. Vacation, sick
leave and personal holidays are also provided. Clean Water Services supports ongoing
training through a tuition reimbursement program. Any offer of employment will be
conditioned on the successful completion of a medical evaluation, drug/alcohol screen,
and a criminal background check.
The Organization
Clean Water Services is a water resource management utility for more than 480,000
people in urban Washington County and small portions of Multnomah County, Clackamas
County, Lake Oswego, and Portland. Clean Water Services operates four wastewater
treatment facilities, constructs and maintains flood management and water quality
projects, and manages flow in the Tualatin River to improve water quality and protect
fish habitat. Although Clean Water Services maintains a close working relationship
with Washington County government, it is a separately managed and financed public
utility.
