The Position
This is an internal recruitment open to probationary and regular employees of Clean Water Services and Washington County only.
Under general direction, researches, develops, edits and updates the Electronic Operations manuals and related Standard Operating Procedures used at the District’s four advanced wastewater treatment facilities. Coordinate operator and safety training. Serves as staff analyst by analyzing effectiveness and efficiency of program operations and providing analytical advice on processes.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that
may be assigned to this classification. The District may modify duties and/or essential
functions at its discretion. Additionally, some incumbents may not perform all Essential
Functions
- Develop, edit, and update Electronic Operations manual for all four wastewater treatment plants. Research, analyze, and work with other crafts to ensure Electronic Operations manual, including control loop descriptions, are complete and accurate.
- Coordinate operator training and mandatory safety training for Wastewater Treatment Department. Evaluate and develop operator training materials based on the Electronic Operations manual and Standard Operating Procedures to meet work group needs. Prepare a yearly training schedule. Collaborates with supervisors and managers to prepare training/instructional materials, teaching aids and devices. Monitors and evaluates safety trainings for quality and effectiveness; makes recommendations for improvement. Maintains training records to include topic, instructor and attendees.
- Act as support to the Operations Analyst 2, analyzes, evaluates, and advises managers on the effectiveness and efficiency of program operations.
- Provide basic technical and analytical advice on physical, biological, and chemical processes in order to maximize wastewater plant operation efficiency and meet permit requirements.
- Develop and support computer programs to allow for data entry, analysis, and permit reporting. Review operator-entered data for accuracy and completeness.
Expected Knowledge, Skills and Abilities
KNOWLEDGE OF: basic research methods of data collection and analysis; advanced wastewater treatment and industrial pretreatment principles and practices; laboratory testing protocols; OSHA required trainings; employee training and development systems and methods; pertinent Federal, State, and local laws, codes, permits, and regulations.
SKILL IN: gathering, evaluating, and interpreting data; use of computers and computer software for word processing, spreadsheets, and database management; technical writing to develop, edit and update SOPs, O&M Manuals or produce technical memoranda; preparing training/instructional materials and teaching aids.
ABILITY TO: identify, research, troubleshoot and analyze processes and procedures; develop alternatives and recommend strategies to improve reliability and cost-effectiveness of technical processes; establish and maintain high quality service and effective working relationships with District employees, representatives of outside agencies and member of the public by providing accurate, complete and up-to-date information in a courteous, efficient and timely manner; operate effectively in a team environment; communicate effectively, both orally and in writing; learn a variety of different computer applications.
The Candidate/Qualifications
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.
- Responsible experience in industrial operations analysis, process control of wastewater treatment facilities, operating wastewater treatment facilities.
- College level coursework in wastewater treatment technology, chemistry, biology, microbiology, or related field.
CERTIFICATION AND LICENSURE REQUIREMENTS:
- Upon selection, candidates must possess a valid State of Oregon driver’s license.
A State of Oregon Grade III Wastewater Treatment Certification or higher is required within one year of promotion or hire date.
Salary
Clean Water Services offers a comprehensive and competitive compensation and benefits
program. Salary range for this position is
$52,410 to $78,615 per year.
This rate includes a mandatory 6% employee contribution to the Public Employees
Retirement System after six months of employment. Clean Water Services offers a
selection of paid medical plans, dental, vision and life insurance. Vacation, sick
leave and personal holidays are also provided. Clean Water Services supports ongoing
training through a tuition reimbursement program. Any offer of employment will be
conditioned on the successful completion of a medical evaluation, drug/alcohol screen,
and a criminal background check.
The Organization
Clean Water Services is a water resource management utility for more than 500,000
people in urban Washington County and small portions of Multnomah County, Clackamas
County, Lake Oswego, and Portland. Clean Water Services operates four wastewater
treatment facilities, constructs and maintains flood management and water quality
projects, and manages flow in the Tualatin River to improve water quality and protect
fish habitat. Although Clean Water Services maintains a close working relationship
with Washington County government, it is a separately managed and financed public
utility.
